Market and industry people calling for a long-time diesel III standard will be introduced within the year. This is information learned from the Fourth Annual Meeting of the National Petroleum Products and Lubricants Standardization Technical Committee (Petrochemical Standardization Committee) held on May 27th.
Academician Cao Xianghong, chairman of the Petrochemical Standardization Committee, said that at the end of this year, the State III vehicle diesel standard must be issued, leaving time for the refinery companies to renovate and apply new processes and technologies, guaranteeing that it will be December 31, 2009. Japan III vehicle diesel standard and China III vehicle gasoline standard were implemented simultaneously. At this meeting, the introduction of new diesel standards became the focus of the National Standardization Management Committee, the National Development and Reform Commission, and the State Environmental Protection Administration.
Cao Xianghong disclosed in the work report of the annual meeting that this year the petrochemical standards committee will revise the GB252 "light diesel" national standard and GB/T19147 "vehicle diesel" national standards. The revised two standards will divide China's diesel standards into two mandatory national standards, namely "vehicle diesel" and "general diesel".
Oil quality upgrade, standards first. Due to cost, technology and other reasons, the new diesel standard has not been introduced. However, the quality standards of oil products are closely related to the emission of automobile exhaust gas. With the increase of China's automobile ownership and public awareness of environmental protection, starting from the requirements of controlling automobile exhaust emissions, the pace of research and development of new gasoline and diesel standards should be accelerated.
It is understood that, in addition to the storm III vehicle diesel standard, according to the direction of development of alternative energy, petrochemical standards committee will further strengthen the vehicle methanol gasoline, bio-diesel standard formulation, as soon as possible to complete the formulation and release of relevant standards.
The National Petrochemical Standardization Committee is jointly established by companies such as China National Petroleum Corporation, China Petrochemical Corporation, China National Offshore Oil Corporation, and the China Automotive Industry Association.
