Ministry of Environmental Protection recently issued a report on the implementation of air pollutants in thermal power key control areas, steel, petrochemical, cement, nonferrous metal, chemical and other six industry and coal-fired boiler project special emission limits.
According to reports, the areas that implement the special emission limits for atmospheric pollutants are the key control areas of the “Twelfth Five-Year Plan for Air Pollution Prevention and Control in Key Areas†approved by the State Council, involving Beijing-Tianjin-Hebei, Yangtze River Delta and Pearl River Delta. There are 47 prefecture-level and above cities in 19 provinces (autonomous regions and municipalities) in the three districts and ten groups.
Regarding the implementation time, the newly accepted thermal power and steel environmental impact assessment projects will implement special emission limits for atmospheric pollutants from April 1, 2013; petrochemical, chemical, nonferrous, cement, and coal-fired boiler projects, etc., to be discharged. The revision is completed and the specific emission limits are implemented and the execution time is synchronized with the release time of the emission standards. During the “Twelfth Five-Year Plan†period, existing enterprises in the thermal power, steel and petrochemical industries and coal-fired boiler projects in the main urban areas of 47 key control areas will implement special emission limits for atmospheric pollutants; during the “13th Five-Year Plan†period, special emission limits will be imposed. The value requirements are extended to the city area of ​​the key control area.
