Accelerate the application of green technology and actively build a green manufacturing system

The Fifth Plenary Session of the 18th CPC Central Committee proposed five development concepts of innovation, coordination, green, openness and sharing. Green development will be regarded as a basic concept of China's economic and social development in the "Thirteenth Five-Year Plan" and even in the longer term. The development of a green low-carbon cycle is the direction of the technological revolution and industrial transformation in the current era, and it is a promising development field. Promoting green development will promote the transformation of the development model to a two-wheel drive model of innovation development and green development. The transformation of energy use into efficient green security will accelerate the spread and application of green technologies, thus promoting the rise of green manufacturing and green services.

Over the past 30 years of reform and opening up, China's industry has made great progress and maintained a high growth rate. During the “Twelfth Five-Year Plan” period, the industrial added value grew at an average annual rate of 7.8%, making a great contribution to the stability and development of China and the global economy. However, on the whole, China's industrial development has not yet got rid of the problems of high investment, high consumption and high emissions. Energy consumption and resource consumption and pollution emissions are still a major problem facing the industry. Industrial energy consumption accounts for more than 70% of the total energy consumption of the whole society. Sulfur dioxide, nitrogen oxides and smoke dust emissions account for 90% and 70% of the national total. 85%, especially unconventional pollutants such as heavy metals and volatile organic compounds, are more than 90% from industry. Manufacturing is the foundation of the national economy and a key area for maintaining economic growth. As we all know, like the re-industrialization of Europe and the United States and the return of manufacturing, it is an important factor in the manufacturing industry itself to maintain stable economic growth. On a global scale, the first is the industrialized countries committed to the next round of industrial revolution and industrial change. In China, the level of industrial green development directly affects the transition from a manufacturing power to a manufacturing power, and also determines the effectiveness of China's ecological civilization.

In May last year, the State Council issued the "Made in China 2025" and "13th Five-Year Plan" outlines, all clearly proposed to implement green manufacturing projects, promote green management of product life cycle, build a green manufacturing system, and support enterprises to develop green products. Promote green design, build green factories, develop industrial green parks, build green supply chains, strengthen green enterprises, promote the formation of green production lifestyles, and accelerate the improvement of the ecological environment.

In accordance with the unified arrangements of the State Council, the Ministry of Industry and Information Technology has formulated the implementation plan for green manufacturing projects and the 13th Five-Year Plan for industrial green development. The next step will be to accelerate the green transformation and upgrading of traditional manufacturing industries, actively guide the green development of new industries and build a green manufacturing system. We will promote green development and green manufacturing in all aspects.

Developing China's manufacturing industry and actively promoting industrial green design

China is a major automobile production and sales country, and its holdings are increasing year by year. With the continuous deepening of air pollution prevention and control work, the elimination of yellow-label vehicles and old cars is increasing. At the same time, the control of harmful substances in automobile manufacturing, the recycling rate of automobile scraps, and the remanufacturing of parts and components are also being carried out nationwide. Automotive eco-design and green design have received positive response from the whole industry. Research shows that 70% of resource consumption and environmental impact depend on the design stage of the product. In the design stage, the existing technical conditions, raw material security and other factors are fully considered, and reasonable structure and functional design are adopted to select green environmental protection and easy to disassemble raw materials. The components used can optimize the problem of resource and environment in each link, which can save resources to the greatest extent, reduce environmental pollution from the source, and maximize economic, social and environmental.

China's manufacturing industry must achieve "three transformations" and its bridge is Chinese design. Promoting the green design of industrial products is an important part of building a green manufacturing system. It is an effective way to enhance product competitiveness and create a green brand. It is also a concrete practice to promote structural reform of the supply side. In recent years, the Ministry of Industry and Information Technology has actively promoted the green design of industrial products. In 2013, it issued the “Guiding Opinions on the Eco-Design of Industrial Products”, which clarified the overall thinking, objectives, tasks and guarantees of green design work during the “Twelfth Five-Year Plan” period. Measures and promote the development of green design and eco-design through the creation of green design demonstration enterprises and green product evaluation. At present, two batches of 90 green design pilot enterprises have been released, and a number of leading enterprises such as Changan, Beiqi and Wanxiang have actively established demonstration enterprises, initially established a green product evaluation standard system, and have issued a green product evaluation general standard. And the standards of household detergents, degradable plastics, etc., commissioned relevant industry institutions to carry out green design product evaluation pilots, and in March this year released the first batch of green design products directory, including four categories of 11 products.

Comprehensively carry out pilot demonstration of industrial green design

Yang Tiesheng said that the next step of the Ministry of Industry and Information Technology will comprehensively promote industrial green design from four aspects:

First, actively promote the construction of 100 green demonstration enterprises, establish enterprises through demonstration enterprises, establish industry benchmarks, actively organize exchanges between pilot enterprises, strengthen the coordination of upstream and downstream of the industrial chain, and improve the overall green development level of the industrial chain. The provinces are also encouraged to develop work plans that are applicable locally and to create green design demonstration enterprises within their jurisdictions.

The second is to deepen the expansion of green design product evaluation, for products with large scale, wide resource and environmental impact and closely related to consumers, formulate green design product evaluation alliance standards and national standards, and publish a list of green design products based on standard evaluation, and Promote and promote green production and green consumption.

The third is to carry out demonstrations of key common green designs and advanced manufacturing technologies. Relying on the green design and demonstration enterprises, we selected a number of key common technologies for green design and manufacturing, supported the development of relevant technology industry demonstrations, and encouraged the promotion and application of advanced and applicable technology.

Fourth, increase policy support, make full use of various financial channels such as industrial transformation and upgrading, energy conservation and emission reduction, and green credit at all levels, increase support and policy guidance for enterprises to carry out green design, and gradually improve green products with relevant departments. Supported by fiscal and taxation policies, green products are included in government procurement catalogues and other policies.

The automobile industry is one of the important industries. Similarly, it faces the bottleneck of large resources and environment. The Ministry of Industry and Information Technology will continue to focus on the green design of the automotive industry, encourage automotive manufacturers to choose green materials and green manufacturing technologies, promote green recycling and remanufacturing, build a green supply chain, conduct green product evaluation, and accelerate the green development of the automotive industry. .
